Hello,
There are two possibilities: a culvert or a point source. The culvert must be between two points of the mesh, so it is probably not what you want. Then you can define a point source that will have a positive or negative discharge, and we can change this discharge with time as a function of local depth or other parameters.

Dear Sir,
Thank you very much for your reply quickly. My problem is to define a structure (in a river) which is able to control the flow (suppose that the maximum discharge have been defined). So I would like to know how I can resolve this problem in Telemac 2D.

As Jean-Michel wrote, both solutions are compatible with your problem but you should adapt those solution...
For example, if you choose the culvert solution, you could add the siphon.f subroutine in your own fortran file and in this subroutine you could manage the discharge in the culvert. You could just add a sort of limiter which block the discharge if the upstream and downstream condition give a higher value.
