I would like to simulate the impact of sea level rise on storm surges. How should I consider the sea level rise value into the simulation? Is it feasible to add the sea level rise value to this parameter COEFFICIENT TO CALIBRATE SEA LEVEL ?

depends on what you want to do exactly.
Coefficient to calibrate sea level will allow you to change the value of mean sea level. So could do the job...

I would like to analyze the combined effects of future sea level rise and storm surge in my study area. I believe the relationship between them should be nonlinear, and I would like to quantify this interaction.
